It was difficult when Paul Huge, the key writer aside Ax, left in 2002; that was likely because Ax felt they had enough material down and didn't really need Paul to hang around any longer if he wanted to dedicate his time to other things.
It became labourious when Bucket left in 2004. He elevated everything done so far to new height and was the most memorable band member aside Ax himself; the only one who could share the limelight with him (admittedly, under the bucket and mask, but still).
The writing was on the wall when Brain left in 2006. Tinkering with the rhythm section to such a degree isn't such a big deal when considering the AFD material, but Brain & Bucket were in the studio for nearly four years straight. Taking two such prominent members out caused a pretty serious rift between the would-be album tracks and their live representation.
2008 and Robin. The curse of Paul Huge is still going strong. Every two years, we lose one person from the original 2001 lineup.
In 2010, Stinson'll leave and it's time to do a reunion and get Pitman to handle some additional orchestration.
By then, Axl doesn't have a band anymore. Just left-overs from what was the most wickedly talented pool of people that'd ever played with him since the AFD sessions.

Interestingly, around the same time the NIN Hotline published the story, Robin was removed from the band member section in GNR MySpace.
Four core members: Frontman, bassist and two keyboard players.
Three replacements: Two guitarists and a drummer.
Short: One lead guitarist.
If Tommy goes, this thing blows.

Now's the time to jump ship as NIN will close their North American leg of Lights in the Sky on 12/13/08 in Vegas.
South America, thank you very much! We had a great time performing for you and hanging out in your neck of the woods. I promise we'll be back before long and again I apologize for the cancellations (those were OUR fault and not the promoter's).
On another note, Josh Freese fans be sure to check out a show on the upcoming North American leg of the tour, as sadly they will be the last ones he's playing with us. Sadly, it seems Finckster has different plans.

Robin's from Marietta, GA, I believe. But he'll be in the air between Iowa and Indiana then.

Let's see...
This was in late '99.
"[Axl expects to get] another record out of the hours and hours of material he's committed to tape, possibly one that's even more industrial and electronica-influence than Chinese Democracy." (Rolling Stone, 01/00)
"We've been working on, I don't know, 70 songs. [...] The record will be about, anywhere from 16 to 18 songs, but we recorded at least two albums' worth of material that is solidly recorded. But we are working on a lot more songs than that at the same time..." (MTV, 11/08/99)
"Most of the stronger songs that ended up on A-lists when I was there were huge rock songs, built for the masses, really guitar-driven." (Robin, Wall of Sound, 05/00)
"I think we worked on thirty-five songs or something." (Sean Beavan, Antiquiet, 08/13/08)
"There's a whole album of vocal parts [in late '99]. In fact, there's two albums worth that they've got there, at least." (Brian May, Radio One Rock Show, 05/10/00)

In late '99, there were 35 or so songs on the A-list, most of which contained vocal parts. That's nearly 30 songs with Axl's singing on top. The B-list had various loop, ideas and sketches without lead vocals, and it contained around as many individual songs.
Out of those 35 A-listed songs, we're now getting 9-10, depending whether Rhiad was around at that time. OMG and maybe Silk Worms also fall into that category, which pushes the total amount to 11-12.
So there's around 20 unheard songs with lead vocals dating back to the Beavan era. Some former B-list tracks - or entirely different, later songs [Sorry, Scraped, Shackler] may increase the numbers as they are.
Regardless, we're still looking at a huge backlog, filed under '99.

Azoff? Nah. HK Management used to handle VR, but that was before they merged with Frontline. VR might've been on Frontline for a while, but I doubt they ever were directly under the man himself.
