There is intention to release a new album this year and none of the current gossip since the new year is correct. Slash source.
North American dates will follow, as stated already, obvious anyway after an Irish date
S American dates have not been branded new chapter yet, so I don't know if that's significant for timing. So my guess would be the Euro dates will coincide with an album release

so... South American leg announced... which pretty much covers March/April
I think we are getting something soon...
So when would it be likely to have a North American leg amongst all this? Cos my guess is that's when an album will drop? With a single/EP early 2020?
I'm hoping they squeeze Asia/Pacific in between SA and Euro but that may be unrealistic...
N Americas tour will follow the Europe tour, then Oz and surrounding areas nearer Xmas. It's appears to be a typical world tour

Not overly. If you email anyone, you either get no response, or just confirmation on what has already been said.
Slash said in September, "Obviously, everybody knows that we’re working on new material, which is really exciting, and so, that’s really primarily what the focus is.", and earlier, "“There’s a handful of gigs that are happening at the very end of September and through October, so [Louder Than Life is] just one of them, and then it’s really just focusing on getting a new record done.”
Obviously the issue is actually putting these words into practice, but their intentions have been said over and over. And Livenation will refer you to the new chapter thing if you ask them if the tour dates next year are part of the NITL tour, and their press release speaks of the NITL tour in the past tense. And, Hard School, was on the alt setlist.
I'd say there is enough there to assume there is new music coming and the tour dates are related to that.

If they’re starting to tour in March, wouldn’t they want the album out by then? Metallica waited for Hardwired and gives a free copy with every ticket sale. Isn’t the formula: album>tour?
I just don’t understand why they’d break their own financial interests by touring before the album is out. If they’re free to tour, that means it’s done. Is there going to be some secret release?
If this is true, wouldn’t an album release be likely to happen by Christmas, to give time for production before the tour?
Money is made by touring. Dates being announced now is a cynical Xmas ticket grab. I like it, shows good business acumen.

Blabbermouth is calling it NITL but I don’t see that anywhere else.
Livenation are referring to the NITL tour is the past tense in their press releases, which is good, but are not really saying too much else.

London on the 29th May. A Friday again, they did this last time then added a Saturday date. Might hold out and see if they do that again, also depends if it’s another NITL circuit or it’s promoting something new.
