I don't like the song that much
The CD album lacked levity.
It sounded like someone with a lot on their chest and was compelling at times but on the whole came across as someone on the first date who tells you they are in love, want to move in, and get married right away. And are also insane. Very, very insane.
I never got the Catcher demo at first but after listening it provides what the rest of the album lacks. You guessed it: levity. Axl almost sounds like he doesn't give a shit singing it. It's just off the cuff. It has a certain melodic flavor that reminds me of Yesterdays. I liked the little ambient flourishes.
Bumble's bungle classic rock-ifies a good chill-wave alt pop song.
Scraped - "Axl and the chipmunks show".
It needed work. It was half done.
I really like the lyrics and Bucket's riffs/solo though.

It's an apt metaphor.
Trump was disliked from day 1 and then his administration gives off the impression of a leaky ship when they get into office.
Axl was the poster child for the breakup and not particularly liked amongst a vocal minority of fans, media, and his peers.
If anyone in Camp Axl knew anything about PR, business, project management, they could've cleared the way ahead of time. Goldstein, Merck, Leibis Crew. Not a savvy mind any one of em.
For example, "bear down and finish the record" is about as inoffensive of a rebuke from upper management as you'll get. And most of the record company seemed to be supportive. But King Axl was used to having his ass wiped and never bothered to learn the ropes outside of write/sing/show up when I wanna.
Instead the album was finished and tardy by 2000 and a punchline by 2001 and it still took 7 years after that.
Oy vey.
Finck and Bucket, much as I love them, cemented this image of post-Slash GN'R as an oddball carnival instead of the rock band they used to be. Obviously it would've been exponentially easier to win fans over if they'd still had Duff, Matt, Gilby etc in the band.
I never really understood this because rock n' roll is a circus and GNR looked like glam queens when they first came out. But I suppose the image of male model Axl and tough guy Slash is more enduring.
But I think it comes down to Finck and Axl. Their images were merely the scapegoats for their performances. One couldn't play guitar, the other couldn't sing.
Buckethead proved his chops on tour and was a Guitar Hero by 2005 and well on his way to household name before it. Wasted opportunity.

Yeah, IRS is a fun song.
It adds some much needed levity to the whole thing. I like If The World for similar reasons.
In view of Axl saying he "saw CD as a double", I think smart money would be on CDII as your next album with the Slashified CD Revisited as your deluxe album bonus. Or Slash and Duff could say nice computer noises ya got there on CD II, Axl, we only like the other stuff, so let's do those.
Who knows. I'm not expecting any of it.

The Top 5 is spot on.
I wish CD would've come out in 1999/2000 and then CD2 would've been a prog funk/industrial jam album with Riad, Silkworms, etc.
I wonder if CD is re-released with Slash and Duff, the track listing is altered.
He needs a do-over. Either go full on Act I, Act II, Act III in a single compilation or give me a whole cloth.

If you expect mid-50s Axl to sound like 20s Axl, or 40s for that matter, you are fooling yourself. It’s not Mick’s voice. Totally different dynamic.

I don't think anyone is expecting that but his voice has fallen off a cliff the past couple of years.
It's hard to compare to other singers because Axl isn't like most other singers. The closest equivalent example is probably Brian Johnson and he held up quite well most of his career.
I think 2016 threw people for a loop. He sounded merely acceptable with GNR and relatively great with AC/DC. Then 2017 he was back to the mean. So with the rumors of working out and the long delay, people perhaps were hoping for better results.
But it is what it is. Either you can bitch yet still watch every livestream performance like some or just do something else.

However, what could maintain stability? Shows with shorter duration? Better fitness? Development of new vocal techniques? Surgery on the vocal cords?
Axl blew out his voice in the Illusions era. Never to retuuuuurnnnn.
Axl and Kurt Cobain aren't dissimilar to many hardcore vocalists I've followed or heard about. They're enthusiastic about performing and they just keep on doing what they know until they run their voices into the ground. This can happen to even the most accomplished singers, i.e. Adele, Michael Jackson come to mind. It takes a lot of work to keep your voice strong and healthy even under the best circumstances.
The S.S. Axl has been running on fumes for years. He's basically all technique at this point.

On topic and being more positive, I actually thought Frank sounded pretty good on Slither.
Simply sing the CD/ISE voice. Why does he make it hard for himself?
He can't. CD/ISE trend in the bass end of the spectrum, Slither in the treble.
He needs to use his throat/diaphragm to control and vary the pitch and that's where his voice is shot.

It's cool they're playing this.
I remember hearing Slither for the first time. I hadn't been following the gossip but the DJ introduced it on the radio and I was like uhh... what's this? It sounded like Guns N' Roses but no Axl. I was mad. I wanted GNR back together, Axl back into the game taking his rightful place on the throne. I got back into the forums a couple months later.
It's a shame Axl doesn't sound very good. Here or the other clips I've checked in on. You'd hope that it's a bad start and he'll warm up.
