Whilst I doubt he'll be on the game it would be pretty awesome to have an in-game radio station play one of the leaks

I'm not entirely certain of the company history but I believe he first started out in Dundee after finishing Uni here. Whether he then moved to Edinburgh, or even sold his company over to Rockstar already based in Edinburgh I'm not quite sure.
