Might be because you're reading tidbits from CNN. 

But I'll give you the Flagg breakdown.

Republicans making allusions to how Clinton paid a foreign government to create the Steele Dossier and the improper conduct of the Trump hostile agents who started the investigation.  Barr saying he's looking into it and will release his findings.

Democrats trying to establish Obstruction of Justice and Barr repeatedly telling them their allegations aren't illegal and wouldn't meet the legal standard of beyond a reasonable doubt.

"In that call, Mueller said he was concerned that media coverage of the obstruction probe was misguided and creating public misunderstandings about the office’s work, according to Justice Department officials. Mueller did not express similar concerns about the public discussion of the investigation of Russia’s election interference, the officials said. Barr has testified previously that he did not know whether Mueller supported his conclusion on obstruction.

When Barr pressed Mueller on whether he thought Barr’s memo to Congress was inaccurate, Mueller said he did not but felt that the media coverage of it was misinterpreting the investigation, officials said."
